According to a White House readout, Joe Biden told Benjamin Netanyahu that the U.S. approach to helping Israel with the conflict in Gaza was conditional on Israel’s ability to “announce and implement a series of specific, concrete and measurable steps to address civilian harm, humanitarian suffering and the safety of aid workers.” Biden also said that an immediate cease-fire is “essential” to “stabilize and improve the humanitarian situation.”

The United Nations Security Council passed its first cease-fire resolution in Gaza, calling for the immediate cease-fire during Ramadan and the immediate release of all hostages. Benjamin Netanyahu’s top adviser canceled his trip to Washington, D.C., in protest of the U.S. abstaining from the resolution vote, ultimately allowing it to pass.

The president said Monday that a cease-fire could be imminent in the Israel-Hamas war, hopefully by next Monday. “Ramadan’s coming up and there has been an agreement by the Israelis that they would not engage in activities during Ramadan as well, in order to give us time to get all the hostages out,” he said. However, officials from both Israel and Hamas downplayed the idea that they were close to a deal.

For the third time, the United States vetoed a U.N. Security Council resolution demanding a cease-fire in Gaza. The vote was 13-1 (the United Kingdom abstained). U.S. officials had already warned that a veto was coming — they said the resolution would not accomplish the goals of pausing the conflict, getting out hostages and allowing aid into the region.
